Priority Sector
The major objective of the district development plan which is spread over five year (2008-20012) period is to provide a planning and coordination instrument for socio-economic interventions in order to improve the living conditions of the population in Rulindo District and to ensure a harmonious development within the district and the country at large.
This development plan lies in the political and administrative scope of Rwanda's decentralization policy. This implies that all the sectors of the population in the whole District, are governed by the core principals of Rwanda's decentralisation framework on all levels. This plan was worked out from the priorities expressed by the population from all sectors of the District. It is placed at the disposal of various development partners so that they can understand the priority projects of the district for their interventions to be done in a coordinated way and in synergy.
In addition, in order to allow cohesion between the district and national orientations, it takes into account the Vision 2020 objectives, the Economic Development strategy and Poverty Reduction (EDPRS), and the Millenium Development Goals.
The priorities set forward by the district are classified by the following fields:
Education, Youth, Sport and Culture
• To ensure education for all, • To promote technical and vocational training, • To build centers of basic education, • To ensure environmental protection and hygene in all district schools, • To create and put in place a sound framework for co-operatives made up of young people, • To build some Rwanda Workforce Development Centers (RWDC) in the district, • To ensure development of sporting activities amongst the youth, • To reinforce the cultural activities within the young population.
Health, Gender, family Promotion and Protection of the child
• To guarantee easy accessibility of the population to health centers, • To improve on the services offered by health facilities in the district, • Eradicate endemic diseases like malaria, tuberculosis and the HIV/AIDS, • To promote the reproductive health by emphasizing family planning programs, • To reinforce the capacities of Community health agents, • To ensure hygiene and environmental protection, • To reinforce capacities of women organisational structures and improve on their incomes, • To ensure the family reintegration of children in rehabilitation centers and orphanages and to support their intiatives.
Economic development and Promotion of employment
• To promote the conservation and protection of land, • To increase and develop agricultural and livestock production, • To develop industrial crops, • To facilitate and encourage agricultural investments, • To reinforce food security, • To prepare swamps for agricultural purposes, • To reinforce the organisational capacities of co-operatives, • To encourage the creation of small and medium-size enterprises (SME), • To encourage the generation of employment activities other than in agriculture, • To involve the private sector in the economic development of the District and to encourage its initiatives, • To promote exports, • To identify viable tourist attraction centers, develop them and promote investments in this sector.
Infrastructures, Land, Habitat and Urban planning
• To update an urban and rural master development plan, • To develop the transport infrastructures by constructing road and rehabilitatin those in bad condition, • To electrify the development poles of the District, • To arrange and develop the rural and urban areas, • To gather the rural population in Imidugudu, • To provide clean drinking water to the population, • To protect the environment.
Administration and Good governance
• To consolidate the policy of decentralization and to reinforce the capacities in local authorities, • Reinforcement of mechanisms of unity and reconciliation in the resolution of conflicts • To ensure the quality and the equity of justice, • Eradicate the genocidal ideology and the culture of impunity, • To promote unity and the reconciliation, • To set up and to reinforce the capacities of ITORERO, • To ensure the safety of the population and their property, • To improve the socio-economic conditions of the vulnerable groups.
Development of human resources and services support
• To reinforce the capacities of personnel of the District, • To put in place an information and achives center . |
